Managing BREC: How New Leadership Plans to Transform Local Parks

New BREC Director Brooks Williams is officially taking the helm, bringing a fresh, data-driven strategy to Baton Rouge parks. Appearing on The BREC Room, Williams outlined his vision to address overdue maintenance, upgrade park safety, and establish clear operational standards across the parish.

Prioritizing a $2 Billion Infrastructure Need

BREC faces nearly $2 billion in deferred maintenance and new project demands against an annual budget of roughly $120 million. Williams emphasizes that closing this gap requires aggressive project prioritization and strategic fundraising. Rather than constantly asking for taxpayers to fund the entire burden, leadership plans to focus on high-impact upgrades that deliver immediate community value.

Data-Driven Standards and Park Safety

Quality and safety stand at the forefront of the new administration’s goals. Williams is introducing key performance indicators (KPIs) to measure cleanliness, lawn care, and facility maintenance.

To improve safety, BREC is partnering with local law enforcement and law officials. “We have to force-multiply our presence so people feel secure without violating public privacy,” Williams noted. Staff will conduct surprise site inspections to guarantee facilities stay up to standard.

Better Means Better: Quality Over Quantity

Managing 6,000 acres and 150 facilities across five cities requires smart asset management. Williams and the executive team are evaluating unused or surplus land to streamline operations. Moving away from simply holding land for the sake of size, the focus shifts to creating better lived experiences for park visitors.

“Gold medals on a wall don’t equal a lived experience,” Williams explained. By centralizing operations with new IT dashboards and conducting regular community workshops, BREC aims to turn public feedback into measurable results.
