Louisiana Achieves $565M Budget Surplus Through Fiscal Discipline

Louisiana closed the 2025–2026 fiscal year with an estimated $565 million budget surplus, driven by conservative revenue forecasting and agency expenditure savings. State Representative Jack McFarland explained that cautious estimates by the Revenue Estimating Conference (REC) led to stronger-than-expected revenue collections across personal income tax, sales tax, and vehicle sales tax. Additionally, state agencies saved over $125 million on the expenditure side, keeping state government growth at near-negative levels.

Under constitutional mandates, Louisiana must allocate 25% of the surplus to the Rainy Day Fund and another 25% to unfunded accrued liabilities (UAL). The remaining funds are restricted to six specific uses, including roads, bridges, deferred maintenance, and coastal protection. Louisiana’s total state savings now exceed $3.5 billion, boosting the state’s bond ratings and lowering borrowing costs. Lawmakers continue to prioritize strategic infrastructure projects, including major bridge and highway improvements statewide.
