Whitney Hoffman Sayal, head of the Downtown Development District, discussed the progress and future plans for downtown Baton Rouge. Reflecting on 2024, she highlighted the completion of their strategic plan and the initiation of “Plan Baton Rouge 3,” aimed at continuing the development of the downtown area. This plan follows the successful implementation of previous plans, with some projects completed and others still in progress.
One of the significant achievements of 2024 was the residential growth in downtown Baton Rouge, which saw a 20% increase over the past decade. This growth was largely driven by state and federal historic tax credits, which facilitated the development of residential spaces like the River Mark. The downtown area now boasts a 90% occupancy rate for apartments, indicating a strong demand for downtown living. This residential growth is expected to spur further retail development and overall positive momentum for the area.
Hoffman Sayal also noted that Baton Rouge’s downtown office occupancy rate remains relatively stable at 85%, which is impressive compared to other cities that have struggled with high vacancy rates post-COVID. The hybrid work model, combining remote and in-office work, has helped maintain this stability.
Looking ahead to 2025, the focus will be on implementing “Plan Baton Rouge 3,” with a planning process expected to take 9 to 12 months. This plan will address various needs, including the transformation of the River Center to better connect it to the riverfront, a key area of focus for future development.
She emphasized the importance of leadership and collaboration in overcoming challenges such as the railroad and levee, which have historically impeded riverfront development. She remains optimistic that creative solutions can be found to enhance the downtown area, drawing inspiration from successful projects in other cities.
