A Legacy of Service and Experience

John Kay served 33 years in law enforcement, retiring from the Louisiana State Police Department of Public Safety. A proud Army veteran, Kay completed basic training at Fort Dix before finishing high school. In addition to his law enforcement and military background, Kay remains active with the Louisiana Highway Safety Commission, evaluating and approving law enforcement grants across the state. His deep roots in faith, family, and community guide his campaign.

Understanding the Role of District Constable

Following recent legislative reapportionment, the former Ward 6 boundaries expanded into District 6, incorporating parts of St. George, unincorporated areas, and sections of Baton Rouge proper. The constable serves as the official enforcement arm for the Justice of the Peace Court. Key responsibilities include serving legal papers, writs, garnishments, and managing eviction processes—which form the largest portion of the workload.

Tackling Litter, Blight, and Community Concerns

Beyond standard judicial duties, Kay focuses heavily on community improvement. He advocates for enforcing litter laws and establishing a dedicated litter abatement court alongside the incoming Justice of the Peace. During door-to-door campaigning, local residents continuously cite trash, litter, and blight as top concerns. Kay actively participates in local clean-up initiatives, stressing that uncollected litter clogs drainage infrastructure and increases local flood risks.
