EBR Schools Show Signs of Progress
East Baton Rouge Parish public schools have made measurable progress in recent years, but Adonica Duggan says the district still has significant work ahead.
During an appearance on Mornings With Brian Haldane, Duggan, CEO of the Baton Rouge Alliance for Students, highlighted changes across the school system over the past five years. She pointed to a reported 14,000-student reduction in enrollment at low-performing schools since 2021.
Duggan also cited facilities changes that moved about 2,000 students into higher-performing schools. According to her, those changes generated approximately $6 million in savings, allowing the district to redirect resources toward teacher salaries and student needs.
Teachers and Leadership Remain Central
Duggan emphasized the importance of strong educators and effective leadership at every level of the school system.
She credited investments in teacher professional development, literacy instruction and compensation as important parts of the district’s progress. She also said local leaders can influence educational outcomes by creating conditions that help schools recruit and retain effective teachers.
Duggan stressed the importance of keeping student achievement at the center of decision-making and using grade-level learning as a key measure of progress.
School Choice and Family Input
The conversation also examined the growth of school choice. Duggan said giving families more options can increase engagement while allowing parents to find schools that better match their children’s individual needs.
She also highlighted the importance of listening directly to students and parents. The Baton Rouge Alliance for Students has gathered feedback from families and recently released a youth voice report.
Priorities for the Future
Duggan identified several priorities for EBR schools, including continued facilities planning, expanded school options, responsible budgeting, teacher retention and improved attendance.
She also discussed an upcoming school board candidate forum scheduled for October 7 at L’Auberge Casino & Hotel Baton Rouge, with networking beginning at 5:30 p.m. and the forum at 6:30 p.m. The event will also be livestreamed through the organization’s social media channels.
