Louisiana’s Economic Boom Creates Workforce Demand
Louisiana’s unprecedented economic development activity is creating major opportunities—and a significant challenge for the state’s workforce system.
Osmar Padilla, deputy secretary of Louisiana Works, joined Haggai Davis and Trey Godfrey on Mornings With Brian Haldane to discuss how the state plans to connect workers with new jobs created by billions of dollars in investment.
Padilla said Louisiana has announced roughly $250 billion in investments since January 2024, representing tens of thousands of direct jobs and thousands more indirect positions.
“The announcements are great,” Padilla said, “but we’ve got to deliver now.”
Workforce Opportunities Span Generations
Padilla emphasized that Louisiana cannot rely solely on younger workers to fill the growing demand. Louisiana Works wants to create pathways for people at every stage of their careers, including career changers and experienced workers.
He pointed to specialized skills such as welding as an example. Major projects, including SpaceX-related development, need experienced welders who can quickly learn specialized techniques.
That approach could help companies fill positions faster while giving experienced workers new opportunities.
Labor Force Participation Shows Momentum
Louisiana has historically struggled with labor force participation, but Padilla said the state has made significant progress during the past year.
The state added approximately 33,000 people to the workforce, producing about a one-percentage-point increase in labor force participation. Louisiana now sits near 58%, although Padilla said the state still has room to approach the national rate of roughly 61% to 62%.
Simplifying Workforce Development
Padilla identified one major priority for 2026: making it easier for employers to navigate Louisiana’s workforce system.
He said Louisiana Works plans to work with partners across the state to better coordinate workforce programs and simplify the process for businesses seeking talent.
The goal is straightforward—connect Louisiana workers with Louisiana’s growing number of career opportunities.
