Rather than simply displacing unhoused individuals, a targeted outreach initiative helps transition them into stable, productive roles.
Transforming Lives Through Strategic Partnerships
The city-parish administration works closely with the Grove Recovery Center and United BR to manage a comprehensive rehabilitation pipeline. The structured program provides individuals with 27 days of specialized addiction treatment, followed by comprehensive wrap-around counseling in a sober living facility. Participants must hit specific milestones over a nine-month period to maintain progress and build a firm foundation for permanent housing.
Building a Stronger Local Workforce
While living in the program’s group homes, participants receive paid workforce training in fields like heavy equipment operation and private industry trades. Teams have already begun cleaning, clearing, and painting city medians along Acadian Thruway and College Drive. Over 300 individuals have transitioned through this program, which maintains a remarkable 87% success rate for initial treatment completion.

Over the past 18 months, individuals successfully graduated into the workforce have contributed over $1 million back into the local economy through tax dollars.
