The 2026 Louisiana Legislative Session ended with major debates over congressional maps and judicial reforms. However, business leaders say workforce development may have delivered some of the session’s most important long-term wins.
During ‘Mornings with Brian Haldane’, Greater Baton Rouge Economic Partnership (GBREP) Executive Vice President Trey Godfrey said lawmakers passed several workforce-focused measures that could strengthen Louisiana’s talent pipeline.
Workforce Takes Center Stage
Godfrey said workforce legislation moved quickly through the session. One of the biggest victories was the Learn and Earn Act, sponsored by Senator Beth Mizell. The law allows businesses and school districts to partner on programs located directly on high school campuses.
Under the program, students can earn academic credit, gain work experience, and receive pay while participating in internships connected to local businesses. Supporters believe the model will expose more students to career opportunities before graduation.
Stronger Workforce Coordination
Lawmakers also approved changes aimed at improving workforce development systems across Louisiana. Godfrey highlighted legislation supported by Louisiana Works Secretary Susie Schowen that creates greater alignment among workforce investment boards and state agencies.
The goal is to make workforce services more consistent while helping businesses connect with qualified employees. State leaders hope the changes will create a more efficient system for both job seekers and employers.
Looking Ahead
Not every priority crossed the finish line. Godfrey noted that legislation addressing mineral rights and economic development sites stalled before final passage. He expects lawmakers to revisit the issue during a future session.
With the session complete, GBREP plans to begin preparing for 2027. The organization will continue working with lawmakers and regional leaders to advance policies that support workforce growth and economic development throughout the Capital Region.
