Major Changes to EBR Plan of Government are on the Ballot

Metro Councilwoman Jen Racca joined the show to delve into the upcoming Election Day decisions. The Metro Council has bundled multiple amendments to the plan of government into one ballot item, aiming to simplify the voting process. Racca highlighted that some amendments are bipartisan, while others are more controversial, reflecting a mix of agreement and partisan divides among council members.

A significant topic was the proposal to allow the mayor to hire an attorney. Racca explained that this change addresses conflicts of interest that have arisen when the parish attorney had to represent both the council and the mayor’s office. She cited past instances where the same attorney had to advise conflicting parties, leading to problematic situations. Racca emphasized that having separate legal representation for the mayor would prevent such conflicts and ensure better governance.

The discussion also touched on the role of a city manager. Racca clarified that the proposed changes would not diminish the mayor’s power but would require the Chief Administrative Officer (CAO) to have specific educational and experience qualifications. This requirement aims to ensure that the CAO is capable of managing complex tasks, such as applying for federal aid during emergencies and handling large budgets. Racca stressed the importance of having experienced professionals in these roles to avoid the pitfalls seen in other regions.

Racca underscored the need for voters to understand the historical context and practical implications of these amendments. She urged the public to look beyond partisan lines and consider the long-term benefits of the proposed changes for effective governance in Baton Rouge.
