ABOUT JESSE KELLEY
Jesse Kelley is responsible for overseeing R Street Institute’s criminal justice implementation efforts across the United States at both the federal and state level. She advocates, researches, and writes for the Criminal Justice & Civil Liberties Policy team. Jesse works with lawmakers to implement effective public policies related to policing reform, juvenile justice, post-conviction life, and other related topics. Additionally, she manages R Street’s state policy portfolios in the Mid-Atlantic region.
