Col. Michael Clancy On The Morganza Spillway

Colonel Michael Clancy from the U.S. Army Corps. of Engineers joined the show to talk with Brian about the Morganza Spillway.  Col. Clancy explained the reasoning for not opening the spillway.  He says that in order to open the Morganza, a lot of private property would have to be flooded and they don’t want to do that.  He also says that just because they haven’t opened the spillway yet, doesn’t necessarily mean it won’t open.  Colonel Clancy discusses that they have to wait until water from up north drains into the river.
